    I sure am clueless but could it have to do with this being his second transfer, third school?

    I suspect that Second time transfers are receiving waivers this year because of the newness of the rule and because of Covid concerns. If the rule is enforced next year as it is designed, then Second time transfers will have to sit out a year. Of course, First timers can transfer and be eligible right away.
