The NCAA is beholding only to the P-4. The P-4 generously allows the NCAA to remain in existence, but can end them at any time. So no, nothing they do will be helpful to the Mid-Major teams .

The guys on "Pardon the Interruption" on ESPN also thought it would primarily help P-4 teams, even some with overall winning records but losing league records.
