Someone Should Call This Guy
This tweet is very misleading. Financial Aid Agreements are in effect scholarships and counts against a school's scholarship limit. I can see Bonnie fans reading this and losing their mind.

Do I sign an NLI if I transfer to another four year institution?
No. NLI policy prohibits student-athletes transferring from one four-year institution to another four-year institution (4-4 transfer) from signing an NLI inasmuch as they are no longer prospective student-athletes.

Phoenox, this is true. Transfers do not sign NLI, They sign Financial Aid Agreements but they still count towards the teams scholarship limit. The article said "Duquesne has added three new transfer players — and that's without even using a scholarship" That is not true.
